We are Hälsinglands Utbildningsförbund, a municipal education association between by the municipalities of Bollnäs and Söderhamn. Together, we work to offer high‑quality and diverse education for young people and adults, and we support lifelong learning in our region.
Who we are
We are responsible for providing education with both quality and variety, including upper secondary education, adult learning, and opportunities for distance studies within higher vocational programs, universities, and colleges.
Our mission
We aim to be:
- a driver of regional growth,
- a broker of education, and
- a meeting place for development.
We support learners in reaching their goals and help strengthen our local communities and employers. We also create customized training and professional development for companies and organizations.
Our organization
We were founded in 2015 and operate as an independent public‑law organization with our own legal status.
Our work is guided by a board (called "förbundsdirektionen") of elected representatives from our member municipalities.
We are led by a director general, together with managers for youth and adult education, economists, principals, and other key leaders across our organization.
Schools and learning centers
We run several educational institutions:
Upper secondary schools:
- Höghammargymnasiet (for pupils with intellectual disabilities)
- Staffangymnasiet
- Torsbergsgymnasiet
Adult learning centers:
- CFL Bollnäs
- CFL Söderhamn
Through these schools, we offer programs for those preparing for university, vocational careers, or continued education later in life.

International collaborations
We actively work to improve our organization, often together with education partners in Sweden, Europe, and around the world. Through international programs such as Erasmus+, Atlas, Nordplus, and Central Baltic, we develop new teaching methods, explore the link between technology and learning, and create exchange opportunities for students and staff.
Most of our projects belong to Erasmus+, which allows us to take part in strong learning networks and drive educational development. We collaborate with many organizations both inside and outside the EU. Working locally and globally strengthens our daily work — and our experiences also support others. Together, we create the future.
Research and development
We also operate a R&D unit where our researchers from different universities work on projects that support innovation and the continued development of education in our region. Their knowledge is an inspiring contribution and enhances our educational work with even deeper insight.
